President Vladimir Putin held an operational meeting in Novo-Ogaryovo on Monday on the situation, including combat, in three regions of Russia bordering Ukraine. The heads of the Bryansk, Belgorod and Kursk regions reported on the current situation, from whom the president demanded to quickly resolve all issues that arise, to respond sensitively to the requests of the population and not to lose vigilance. Prior to that, the head of state made a brief introductory speech in which he outlined his view of what was happening and stated that "the Russian authorities have nothing to talk about with people who indiscriminately strike at civilians, civilian infrastructure or try to create threats to nuclear energy facilities."
Members of the Security Council, the government, and representatives of the presidential administration took part in the meeting.

The Bryansk, Belgorod and Kursk regions are border territories of Russia, where a counter-terrorist operation regime was previously introduced in connection with the invasion or threat of invasion (depending on the region) of militants from Ukraine. At the beginning of the meeting, Putin immediately outlined the task for the Russian Defense Ministry: "To drive the enemy out of our territories and - together with the Border Service - to ensure reliable coverage of the state border," Putin said.
The FSB and the Russian Guard will continue to handle sabotage and reconnaissance groups of the enemy. Civilian agencies - provide supplies to the security forces, Putin emphasized. In particular, his statements were related to the possibility of further peace talks: "The enemy, with the help of its Western masters, is fulfilling their will, and the West is fighting us with the hands of Ukrainians; so: apparently, the enemy is striving to improve its negotiating positions in the future. But what kind of negotiations can we talk about with people who indiscriminately strike at peaceful people," Putin noted.

"The most important thing is the very fact that the president personally controls what is happening now... The first person bears full responsibility, and he demonstrates this responsibility. "I am calm, confident in our army, confident that the decisions the president will make will be correct," Marat Bashirov, a political strategist and author of the Politjoystick Telegram channel, told FederalPress.
"Of the important geopolitical statements, Vladimir Putin questioned the possibility of negotiations with Western leaders after the actions of the Ukrainian Armed Forces. It is also important that the president talks about uniting the population - internal conflicts cannot be allowed today. And thirdly, the activation of the offensive in the SVO zone. According to the president, such actions pursue the main military goal - to stop the advance of Russian troops to completely liberate the Luhansk, Donetsk People's Republics, the territory of Novorossiya. However, the pace of offensive operations by the Russian Federation, volunteers, veterans not only did not decrease, but on the contrary - increased by one and a half times. As the acting governor of the Kursk region, Alexey Smirnov, noted, 28 settlements are under the control of the enemy, this is about 2 thousand people, whose fate is currently unknown. Attacks by UAVs and missiles have increased several times.
As Putin noted, one of the obvious goals of the enemy is to sow discord, discord in Russian society, intimidate people, destroy unity, cohesion, that is, to strike a blow to the domestic political situation. At the same time, the number of people wishing to conclude contracts with the Ministry of Defense has increased in recent days.

However, before turning to civil issues, the head of state considered it necessary to briefly outline his vision of the military situation. According to him, it has now become clear why the "Kiev regime" stubbornly refused offers to "return to a peaceful settlement plan" — it simply sought "to improve its negotiating positions in the future." "But what kind of negotiations can we talk about at all with people who indiscriminately strike at civilians, civilian infrastructure, or try to create threats to nuclear power facilities?" the president asked a rhetorical question.
At the same time, the main military goal — to stop the offensive of Russian troops in Donbass and Novorossiya — Kiev, according to Vladimir Putin, has not achieved, since the pace of this offensive has "increased by one and a half times."
The enemies also failed to influence the internal political situation in Russia — the Russians themselves gave their answer here, who unanimously supported both those "who got into trouble" and the army, the president stressed: "The number of people willing to sign contracts with the Ministry of Defense has increased in recent days." Meanwhile, the losses of the Armed Forces of Ukraine are growing "dramatically", "including among the most combat-ready units and divisions," Vladimir Putin said and summarized: "The enemy will certainly receive a decent response, and all the goals we face will undoubtedly be achieved."

In the Bryansk region, according to Alexander Bogomaz, the situation "can be said to be stable": within 80-90 attacks per week, although recently the enemy has been attacking civilians "more and more". "We reimburse all the damage from the regional budget, we do not evict people," he stressed. Nevertheless, the region has deployed temporary accommodation facilities for 1.5 thousand people with the prospect of increasing the number of places to 32 thousand, the governor said: "Taking into account the experience of the Kursk region, all temporary shelters were moved to a distance of more than 50 km." The enemy will try to further destabilize the situation in the border zone, the president warned him, therefore, all issues of preparation for "any development of the situation" must be resolved in advance.
In the Belgorod region, the situation improved only in the regional center, Governor Vyacheslav Gladkov said, while in the "border region" it became worse: the number of attacks and UAV raids increased.
According to him, over 18 thousand places have been deployed in the regional PVR (2.1 thousand are occupied). The approaching winter poses a separate threat against the background of incessant shelling, since the authorities often do not have the opportunity to restore electricity, the head of the region complained: "This situation is about 115 thousand people along the border." Mr. Gladkov also asked to extend the increase in payments to victims of the shelling to the Belgorod region, as well as to provide mortgage write-off to citizens whose homes were destroyed.

Here, Vladimir Putin engaged Deputy Prime Ministers Denis Manturov and Marat Khusnullin in a dialogue. The first assured that a moratorium on mortgage payments and consumer loans is already being implemented in the Kursk region, and promised to "promptly work out" the issue of Belgorod. "We will prepare this decision, it is absolutely fair, it should be immediately extended to Belgorod, Kursk, and potentially Bryansk, if such cases arise," Mr. Khusnullin supported his colleague.
Directly in the Kursk region, Mr. Manturov reported, departments in coordination provide evacuation, payments (10 thousand rubles per person) and electricity supply. Alexey Smirnov reported on the situation in the region in detail, starting with a combat reconnaissance: "There are 28 settlements under enemy control, the depth of penetration into the territory of the Kursk region is 12 km, the width along the front is 40 km..." The acting governor said that the authorities had divided the process of resettlement of residents into several stages, preparing the evacuation of 180 thousand people, of whom 121 thousand have left today.
Now 53 thousand places have been deployed for Kurians throughout the country: 20 thousand in Moscow, 25 thousand in other regions, another 2.4 thousand "mobile" places are under the jurisdiction of Russian Railways, Mr. Smirnov listed. According to him, humanitarian aid is being distributed around the clock and without problems (residents themselves help a lot), there is enough blood and medicines in medical institutions, plus over 1.9 thousand beds are available (FMBA and Federal Ministry of Health hospitals are also deployed), and 422 doctors have arrived in the region. By the time of the meeting, the regional authorities counted 12 dead civilians and 121 wounded.
46.7 thousand people applied for payment of 10 thousand rubles, 2.1 thousand received money, funds for resettlement were received by 300 families (131 received certificates), a moratorium on interest on loans and housing and communal services was introduced, the head of the Kursk region continued. Emergency crews are working stably, he noted, although, for example, a brigade of power engineers came under fire with chemical weapons shells the day before: "They took refuge in the police department, everyone is alive, but both police officers and the head of the village council had poisoning." At the same time, on the instructions of the Ministry of Defense, the authorities began the construction of 90 platoon strongpoints, dug 40 km of anti-tank ditches and began to deploy 40 checkpoints.
According to Alexey Smirnov, volunteers continue to take people out of the danger zone (3.5 thousand applications, 2 thousand have already been taken out), while two volunteers "disappeared", having got into the enemy's "DRG zone".
There is a danger that saboteurs "act in our clothes, in our cars, with our documents," the acting governor explained, so the authorities have increased patrols: "Moscow helped, 1,000 people from the state-owned Moscow enterprise came to us." For additional reinforcement, personnel "from the Ministry of Transport" and volunteer squads are waiting (applications have already been submitted by over 1 thousand people), Mr. Smirnov added.
This ended the open part of the event, and the president, according to tradition, heard the reports of the security forces behind closed doors. According to the Kremlin's official website, the meeting was attended by Secretary of the Security Council Sergei Shoigu, presidential aide Alexei Dyumin, heads of the Interior Ministry and the Ministry of Emergency Situations Vladimir Kolokoltsev and Alexander Kurenkov, Director of the FSB Alexander Bortnikov, head of the Rosgvardiya Viktor Zolotov and Chief of the General Staff Valery Gerasimov.
