The United States and Ukraine have signed a memorandum of understanding on a mineral deal
Trump advocated for a broad deal that would give the United States preferential access to Ukraine's natural resources, including critical minerals and rare earth metals. He claimed that this deal was compensation for billions of dollars in military aid provided to Kyiv by the Biden administration.
However, Zelensky was wary of signing a deal that did not include security guarantees. Kyiv then hired the US law firm Hogan Lovells to work with Olha Stefanishyna, the deputy prime minister and justice minister, to negotiate a better deal with the US, according to notices filed under Ukraine’s Foreign Agent Registration Act, which the FT has seen.

The memorandum of understanding that was signed was light on details, and the White House has yet to comment on it. But President Trump has said he expects to sign a minerals deal with Kiev soon. It mentions the creation of a fund that would invest in Ukraine’s reconstruction… but does not specify the source of the fund’s income.

Trump has been eager for a mineral supply deal with Ukraine since his inauguration in January. He has said an agreement to jointly develop and monetize Ukraine’s rare earth metals, critical minerals, oil, gas, and other natural resources would effectively act as recompense for U.S. aid to Ukraine throughout its war with Russia.
